Apply or Renew Seaman’s Book. A Short Guide for Filipinos

If you aim to work or continue sailing on-board either an international (at least 350 Gross Tonnage) or a locally registered ship, you are required to possess a seaman’s book.

If you haven’t applied for/renewed your seaman’s book yet, read on, we will show you how!

I. List of requirements

The Seafarer’s Registration and Record Book (SIRB) or the “seaman’s book”, as what it is commonly known to many Filipino seafarers, is being solely issued by the Maritime Industry Authority (MARINA).

As of press date, MARINA requires these documents from the applicants:

a. First-Timers

  • Birth Certificate (NSO) or Passport
  • Valid NBI Clearance
  • Original or Certified True Copy of your valid Basic Safety Training (BST) / Basic Training (BT) certificate.
  • Official Receipt of this Basic Safety Training (BST) or Basic Training (BT).
  • Transcript of Records (TOR), for applicants enrolled in a maritime course. (If TOR is not available, a certification duly signed by your college’s Registrar may suffice. This will be your proof of your enrolment in a maritime course.)

b. Renewal

  • Old SIRB (Seaman’s Book)
  • Valid NBI Clearance
  • Original or Certified True Copy of your valid Basic Safety Training (BST) / Basic Training (BT) certificate.
  • Company sea service certificate
  • MARINA Computerized photograph; and
  • Documentary stamp
  • + MARINA/PRC/NTC License/board certificate (for licensed officer)

c. Lost or damaged SIRB

  • Old SIRB (Seaman’s Book)
  • Valid NBI Clearance
  • Original or Certified True Copy of your valid Basic Safety Training (BST) / Basic Training (BT) certificate.
  • Duly notarized affidavit of loss or damaged.
  • MARINA Computerized photograph; and
  • Documentary stamp
  • + MARINA/PRC/NTC License/board certificate (for licensed officer)

Note:

  • Bring with you both the photocopied and original certificate when you apply/renew.
  • The MARINA Computerized photograph is strictly availed inside MARINA office only.
  • Documentary stamps are usually available inside the MARINA office too.

Walk-in or Online?

If you’re not in hurry or if you like to apply/renew in a particular date & time, take the ONLINE.

Here’s how to apply/renew your seaman’s book online

1.) Go to Marina appointment website.

2.) Select SIRB in the type of document to be applied for, and choose your preferred appointment DATE and TIME.

3.) Fill up the online application form correctly.

4.) Once your appointment is confirmed, download and print the application form. It has your appointment control number, and scheduled date and time. Bring this paper (along with other required documents) when you report to MARINA. Please be reminded that only CONFIRMED appointment is entertained.

5.) Early or late comers will be ignored. Arrive thirty (30) minutes before your specified appointment date and time, as what is written in the form. MARINA enforces strict rules for personal appearance. You must be in MARINA SCDD Office, located at 5th Level of SM City Manila, Concepcion St. corner Arroceros St., Manila for image capturing.

On the other hand, if to wake-up early morning, beat the traffic and get a queue number are not hassle to you, then go for WALK-IN. During normal working days (Monday to Friday only) a MARINA Office is open daily from 8:00 AM to 6:00 PM.

  • Meanwhile, if you’re in Metro Manila visit these offices:

II. Payment

This is the cost you when you apply/renew your seaman’s book.

You can claim your seaman’s book the next working day if you have paid for the regular processing fee.

For expedite, MARINA may release it within 4 hours after your application was accepted.

III. Exemptions

Those exempted by the law are sea workers onboard warships/naval vessels/naval auxiliaries or local fishermen regardless of their fishing vessel’s size.
